The temperature is rising again in the Arctic. The sea ice area has dropped to one of the lowest levels on record, climate scientists reported last week.

“The new Arctic Report Card tells a story of widespread and continued effects of a warming Arctic,” said Jackie Richter-Menge of the US’s Cold Regions Research and Engineering Laboratory.

“This isn’t just a climatological (氣候?qū)W的) effect. It impacts the people that live there,” she added.

Scientists concerned about global warming focus on the Arctic because that is a region where the effects are expected to be felt first, and that has been the case in recent years.

There was a slowdown in Arctic warming in 2009, but in the first half of 2010 warming was near a record pace. The monthly readings were over 4 degrees Celsius above normal in northern Canada, according to the report card. The report card was prepared by 69 researchers in eight countries.

Researchers said last winter’s big snow storms that struck some Northern countries were tied to higher Arctic temperatures.

“Normally the cold air is bottled up in the Arctic,” said Jim Overland of the US National Oceanic and Atmospheric Administration. “But last December and February, winds that normally blow west to east across the Arctic were instead bringing the colder air south,” he said.

“As we lose more sea ice... warming in the atmosphere can create more of these winter storms,” Overland said.

There is a powerful connection between ice cover and air temperatures, Richter-Menge explained. When temperatures warm, ice melts. When ice melts it shows darker surfaces underneath , which absorb  more heat. “That, in turn, causes more melting and on the cycle goes,” she said.

In September the Arctic sea ice extent was the third smallest in the last 30 years, added Don Perovich of the US Army Laboratory. He said the three smallest ice covers have occurred in the last four years.

According to legend, the Bridge of Sighs in Venice, Italy, which connects the Palazzo Ducale to an ancient prison, got its name because the walk across it gave prisoners on their way to jail a final chance to appreciate the beauty of the city.

The view from the bridge today, however, is more likely to be of a giant billboard selling Bulgari or Coca – cola. Beyond the billboards, monuments are being restored. The money comes from advertising profits.

 “We can’t commercialize everything,” said Alessandra Mottola Molfino, a Venetian. “The lesson that goes out is that a price is for everything.”

“We couldn’t stay quiet,” said Maria Camilla Bianchini d’Alberigo, president of a heritage protection association. “Too much is too much.”

There needed to be rules, she added, rules that prevent the advertising billboards clashing (沖突) with the monuments of the city.

City of officials, however, argue that without these ads, the city could not afford to maintain its heritage. Many have been damaged by centuries of wear and are even a threat to public safety.

“I can’t turn down the image of bottle when there are pieces of the Palazzo Ducale falling to the ground,” said Renata Codello, a Cultrue Ministry official.

The Culture Minister has a budget of about $ 47 million (315 million yuan) for restoration of monuments, but Italy has a rich architectural heritage, and funds are always tight.Of that amount,

$ 1.8 million was given to the entire Vector region,  which includes Venice.

A research found that people shown silent videos of piano competitions could pick out the winners more often than those who could also hear the music. Dr Tasy said the findings were quite surprising, especially because both trained musicians and those without training had stated that sound was most important for their evaluation. “Regardless of levels of expertise, we still seem to be led primarily by visual information, even in this field of music,” she said. “Classical music training is often focused on improving the quality of the sound, but this research is about getting to the bottom of what is really being evaluated at the highest levels of competitive performance. She added, “We must be more mindful of our inclination(傾向) to depend on visual information at the expense of the content that we actually value as more relevant to our decisions.”
