A new development at the London Wetland Centre in Barnes solves the problems of managingwater with a “Rain Garden”. We are likely to be hearing about it a lot more often over the next fewyears. The idea is that the garden owner can store rainwater and use it in dry periods. They canreduce the problems caused by extra rain this way.
One of the key problems that the rain garden tries to deal with is the problem caused by toomuch water in the street. In a natural environment, a lot of rainwater is sent back into the air byplants. Much is also absorbed deep into the ground, and flows into streams and rivers. What happensin city environments can be completely different —— a large amount of rainwater flows straight offthe hard surfaces of roofs and roads. The harder the rain, the less likely it will be absorbed into theground —— floods are the result. Rainwater running off roads is often polluted.
The rain garden deals with living plants rather than hard surfaces. Plants are designed to holdwater and release it slowly, either into the ground, to be absorbed by plant roots (and so eventuallyback up into the atmosphere) or to go down into the water table. Not only does the rain gardenreduce the amount of water that flows onto the street, but it helps to clean it because plants are very goodat breaking down pollutants(污染物).

“We forecast that energy efficiency will deliver something like three-quarters of the greenhouse gas emissions reductions over the next 20 years. So in the short term energy efficiency is the main way that we reduce greenhouse gas emissions but oftentimes it is not so importantly stressed in the discussions,” said Heffner.
Energy experts working in China say the government is making significant cuts in power usage.
Wan Xingwang, a Beijing-based representative of the Energy Foundation, a U.S. non-government organization, says the results have been impressive.
“In the past five years China achieved about 19.1 percent of energy reduction of its GDP. That translates to something like more than 600 million tons of coal savings,” said Wan Xingwang.
While most nations have some sort of government-sponsored energy efficiency programs, energy analysts say initiatives (主動性) by individuals and companies can also help cut demand.
Steven Nadel, executive director of the American Council for an Energy Efficient Economy, a non-profit group based in Washington, says other developing nations are recognizing the benefits of cutting power consumption and taking action.

We use an average of 158 liters of water a day in Britain, for which we pay a bargain price of 28p a liter, but much of this is just cash down the drain, according to water companies.
Most are campaigning to cut the amount we use. And the frontline weapon in their campaign is the water meter (計量器). They want us all to have one and one company is seeking powers to make this compulsory.
The Government is anxious for us to use less water, too. Elliot Morley, the Environment Minister, says he is impressed by the savings when a meter is installed. In most homes, consumption drops by 20 percent.
He also thinks consumers get a good deal from meters. He said, “Most people would find that they would either be exactly the same or better off with water meters and it is a fairer way of paying for water.”
At present, only 25% of households have meters and most of those are in East Anglia. They are installed by water companies, and households then have about £43 added to each bill to cover the cost of installing and reading the meter.
Barrie Clarke, a spokesman for Water UK, said, “We want everyone to be more water wise—to think about the amount of water they use. But with our climate change and different weather patterns, over time it will make economic and environmental sense to think how we use water. This may mean meters.”
Mr. Clarke believes the easiest way to save water is to use less in the garden. In one hour, a sprinkler uses the same amount of water as the average family of four uses in a day—about 632 liters. He said that gardeners should water in the evening so that it dose not evaporate in the heat of the day and that every household should have a water butt to collect rainwater for use in the garden.

The causes of the scary smog are rather mysterious, though experts blame excessive emissions and the mountains around Beijing that trap pollution in winter, unless there is adequate wind to clear it away. Hundreds of students from around the world gathered in New York City last week for the Microsoft Imagine Cup finals. They came to present their ideas for using technology to solve world problems.
Microsoft education director Suzi Levine says the nine-year-old program began mainly as a competition to create technology.

SUZI LEVINE: "One was to use Bluetooth as sort of a Twitter equivalent so that if the government shuts down the Internet, you actually can still have a massive social distribution."
Students competed in nine categories. For example, in software design the top prize of twenty-five thousand dollars went to Team Hermes from Ireland. The students developed a device for cars to collect information on road conditions, driving behavior and traffic incidents.
A team from Taiwan's National Tsing Hua University won first place in the embedded(內(nèi)嵌的) development category. They developed a network of wireless devices to help plot the safest escape routes during a fire.
