The use of lotteries (彩票) to allocate (分配) school places is to be reviewed by the British government because more than 20 percent of children are failing to get into their first-choice schools in parts of the country.
The struggle for secondary school places has reached record levels this year, increasing anxiety for hundreds of thousands of families. A report from 43 local authorities suggests that in many areas, up to a fifth of children face disappointment. Families in London are the hardest hit.
This week is admissions week, when about 570,000 families will receive notice about their child’s secondary school acceptance. As the recession (不景氣) forces more parents to consider a state education rather than a private one for their children, more than a third of local authorities have noted rises in the number of applications for secondary school places.
This year, just 62 percent of children in Richmond-upon-Thames got into their parents’ first-choice school, down from 64 percent last year. The council said this was caused by an increase in applications.
In another London authority, Tower Hamlet, 71.1 percent of children were admitted to their parents’ first choice school. In Leeds and Warwickshire, 85 percent were successful. In Derby the figure was 81 percent, while in Wiltshire, Stockport and Lincolnshire, the figure was 89 percent.
In many authorities, the figures are similar to those of last year. Exceptions include Brighton and Hove, which introduced a lottery system to allocate oversubscribed places last year. This year, it has seen a 3.5 percent increase in the number of children obtaining their first choice, bringing the total to nearly 88 percent. However, more than 5 percent of children in this area have been allocated a place at a school that was not among any of their choices.
Lotteries are being used at the government’s suggestion by a small number of oversubscribed schools in around twenty-five local authorities. They were meant to prevent middle-class parents from abusing the system by buying or renting homes close to the best schools.

For many parents, raising a teenager is like fighting a long war, but years go by without any clear winner. Like a border conflict between neighboring countries, the parent-teen war is about boundaries: Where is the line between what I control and what you do?
Both sides want peace, but neither feels it has any power to stop the conflict. In part, this is because neither is willing to admit any responsibility for starting it. Second, blaming. The goal of a blaming battle is to make the other admit that his bad attitude is the reason why everything goes wrong. Third, needing to be right. It doesn’t matter what the topic is — politics, the laws of physics, or the proper way to break an egg — the point of these arguments is to prove that you are right and the other person is wrong, for both wish to be considered an authority — someone who actually knows something — and therefore to command respect. Unfortunately, as long as parents and teens continue to assume that they know more than the other, they’ll continue to fight these battles forever and never make any real progress.

Research suggests that a newly-identified gene known as insomniacs(失眠癥患者) may play a role in keeping us asleep. By cloning and testing this gene in about 21,000 fruit flies, Rockefeller University researchers say they have discovered an entirely new mechanism (機制) by which sleep is controlled.

“The results showed a great loss of both the time that the flies’ sleep lasted and their ability to remain asleep after they slept,” says researcher Nicholas Stavropoulos.
The researchers also examined the link between sleep and lifespan, finding that flies with mutations to the insomniac gene lived only about two-thirds as long as unchanged flies. But when the scientists removed insomniac only in neurons(神經(jīng)細胞)---allowing it to remain in the rest of the flies’ bodies---this difference disappeared; the resulting animals slept poorly but lived just as long.
“This suggests that reduced sleep can be ‘uncoupled’(分開) from reduced lifespan, supporting the idea that some interruptions of sleep do not affect overall health, at least as far as lifespan is concerned,” Stavropoulos says.
Although flies and humans would appear to have little in common when it comes to lifestyle, scientists say that the mechanisms of sleep and wakefulness are likely to be quite similar.

Some American parents might think their children need better educations to compete with China and other countries. But how much do the parents themselves need to change?
A new book called Battle Hymn(圣歌) of the Tiger Mother by Amy Chua has caused a debate about cultural differences in parenting. Ms. Chua is a professor at the Yale Law School in New Haven, Connecticut, and the mother of two daughters. She was raised in the American Mid-west by immigrant Chinese parents.
In the Chinese culture, the tiger represents strength and power. In her book, Ms Chua writes about how she demanded excellence from her daughters. For example, she threatened to burn her daughter’s stuffed animals unless she played a piece of music perfectly. She would insult her daughters if they failed to meet her expectations.
Ms. Chua told NBC television that she had a clear list of what her daughters, Sophia and Louisa, were not permitted to do.
“Attend a sleepover, have a playdate, watch TV or play computer games, be in a school play, get any grade less than an ‘A’.”
Many people have criticized Amy Chua. Some say her parenting methods were abusive. She even admits that her husband, who is not Chinese, sometimes objected to her parenting style. But she says that was the way her parents raised her and her three sisters.
Ms. Chua makes fun of her own extreme style of parenting. She says she eased some of the pressure after her younger daughter rebelled and shouted, “I hate my life! I hate you!”
Ms. Chua says she decided to retreat when it seemed like there was a risk that she might lose her daughter. But she also says American parents often have low expectations of their children’s abilities.
“One of the biggest differences I see between Western and Chinese parenting is that Chinese parents assume strength rather than fragility.”
Stacey DeBroff has written four books on parenting. “I think that the stirring of intense debate has to do with what it means to be a successful parent and what it means to be a successful child.”
Ms. DeBroff says Amy Chua’s parenting style is not limited to Chinese families. She says it represents a traditional way of parenting among immigrants seeking a better future for their children.
But she also sees a risk. When children have no time to be social or to follow their own interests, they might not develop other skills that they need to succeed in life. Stacey DeBroff advises parents to develop their own style of parenting and not just repeat the way they were raised.
