BEIJING , March 9 --- The central government will require an additional three years of use for official vehicles for ministers and governors to reduce the costs of purchasing new cars, media have reported.
The new rule has been applied among all Party and government departments nationwide, the Beijing News reported on Tuesday. The new rule has not yet been made public, said Li, a member of the Chinese People’s Political Consultative Conference National Committee.
Under the old rules, the cars used by minister-level officials could be replaced as often as every five years, Li said. These officials will also keep the same cars when they assume new posts, he added.
The new rule also reiterated(重申) that officials ranking below minister-or-governor-levels should not be allocated cars. The cars possessed by their departments should be used on demand.
“It violates the rules for lower-ranking --- even county-level-officials to be allocated cars,” Li said.
Purchases of vehicles for official use have been heavily investigated, as they account for a large expenditure (花費) of public funds every year.
A survey on the Web news www.ifeng.com found 64 percent of respondents believed the new rule will be difficult to carry out because it is related to officials’ interests.
“Local government departments had halted(中斷) approvals for requests for such vehicles and had started to work on new quotas(指標) under the new rules,” Li said. “The future reform of official vehicle use will introduce market mechanisms and monetization.”
Premier Wen Jiabao said in the annual government work report on Saturday that expenditures on such vehicles will not increase in 2011 compared with a year ago.
Beijing’s standing deputy mayor Ji Lin last week said the municipal (市政的) government will release the number of vehicles for official use in the capital as early as at the end of this month.
Earlier this month, the Minister of Finance had published a rule regulating the budgets for such vehicles.

Employees are being flooded with too much information that has little to do with their work, according to a new survey.
On average, white-collar workers spend 51 percent of their work time receiving and processing information. Only one third of it was relevant to their work, the survey found. Information overload for white collar workers has become a global issue. The huge amount of information has already affected their efficiency in management as well as their performance at work.
Buried with e-mails
Every morning, a secretary at the human resources department of an auto parts company opens her e-mail box, only to find it crammed with at least 50 unread mails. For her, even scanning through these e-mails every day takes at least half an hour. Some of her colleagues are not so lucky — they have to read at least 100.
Bothered with calls
Telephone calls are also causing a problem. More than 40 percent white-collar workers chose mobile phones as the preferred way to communicate important and urgent business matters.
Talking saves time and energy over the clicking, reading and replying to e-mails, but phone calls are also more distracting(分心的). While answering a call, a clerk is likely to put away a much more important task at hand and start the business being talked about on the phone.
Solution? Not yet.
Many companies start with providing staff with better computers, better Internet access and more advanced gadgets(裝置). For example, staff members above a certain level in one company will be provided with a blackberry phone for easier access to their e-mails. The company has also organized many lectures on efficient ways of e-mail management. Yet most white-collar workers think their companies can do more.
【小題1】What does the new survey find about white-collar workers?
A.They spend 51% of their work time on meetings. |
B.Only half of the information they receive is useful. |
C.Over 60% of them prefer to use the telephone. |
D.Some of them have to read at least 100 e-mails every day. |
A.they take up the time to receive and send e-mails |
B.they are often not answered |
C.they are mostly not about business |
D.they may lead to the changing of work schedule |
A.They start to give staff a pay rise. |
B.They plan to employ more people. |
C.They provide employees with more advanced equipment. |
D.They organize lectures on how to reduce stress. |
A.Poor management leads to inefficiency at work. |
B.Junk mail is causing big trouble. |
C.White-collar workers suffer from information overload. |
D.Better computers are in need in workplaces. |

【小題1】 But science may have just proved them right – because beautiful women are more likely to have daughters than their plainer counterparts, according to a study.
As parents tend to pass on genes that determine looks, this could result in handsome men becoming rather thin on the ground. 【小題2】 For example, Yasmin Le Bon is signed to the same modelling agency as daughter Amber, and Jerry Hall’s daughters Elizabeth and Georgia Jagger have both taken to the catwalk.
Dr Satoshi Kanazawa, of the London School of Economics, analysed data from a survey of 17,000 babies born in Britain in March 1958 and tracked them throughout their lives. 【小題3】 When they reached 45, they were asked about the gender of any children they had.
Those rated as attractive were equally likely to have a son or daughter as their first child – but the unattractive sorts were more likely to have a son. 【小題4】
Dr Kanazawa believes that parents tend to produce children who benefit from their own features. 【小題5】 So it pays for attractive women to have daughters. But couples blessed with strength and aggression rather than looks are better off having boys, as these characteristics are of more use to males.

下面文章中有5處需要添加小標題。請從以下選項(A,B,C,D,E和F)中選出符合各段意思的小標題。
A.Get adequate iron
B. Keep yourself hydrated.
C. Get enough calories
D. A little exercise goes a long way.
E. Eat a balanced, varied diet
F. Spread your calories throughout the day.
The Energy Diet
How can I lose weight when every time I go on a diet, I'm so exhausted that I can barely make it through the day? So goes the complaint of many men and women who are concerned about being overweight. What many people don't realize is that a healthful weight-loss plan can actually boost your energy. The key is to eat smart. And then combine this healthful diet with some physical activity. Here are six pointers to get you started.
1.____
Consume too few calories and you'll have less energy, and decrease the amount of calories burned. "That's because one of the ways the body protects itself from starvation is to slow down its metabolism," explains Dr. Donald Hensrud, a nutrition professor at the Mayo Clinic, in Rochester, Minn. So how many calories do you need to feel energized while also slimming down? A healthful weight-loss rate is roughly one-and-a-half pounds per week, and the calorie intake to achieve this depends on your age, weight, and activity level.
2.____
The key to keeping your energy level up when you diet is to eat balanced meals that supply all the nutrients you need. "Vitamins and minerals act like spark plugs," explains Kristine Clark, director of sports nutrition at Pennsylvania State University. "They help release the energy in nutrient-rich food." Try to follow USDA guidelines. They call for 6 to 11 servings per day from the bread, cereal, rice, and pasta group; three to five servings of vegetables; two to four of fruits; two or three of milk or cheese; two or three of meat, fish, or eggs. Avoid fried and creamy dishes, and keep consumption of sweets and desserts to a minimum.
3____
When you go for five to six hours without food, the amount of fuel in your system starts to run low, and you begin to feel tired. Therefore, says Kristine Clark, it's important to eat at regular intervals to keep your energy up. If you exercise, it's important to make sure you have "fuel in the tank" before you head for the gym. Avoid eating a large number of calories at one time, since it's harder to control your total calorie intake, making weight gain more likely.
4____
About 10% of women of childbearing age in the United States are iron deficient. Iron is essential for energy and endurance because it is a vital component of red blood cells, which carry oxygen to working muscles. "Fatigue and listlessness can be directly associated with too little iron," says Frances Berg, a licensed nutritionist in Hettinger, N.D. The best sources of iron are meat, poultry, and some fish. Other sources: fortified cereals, dried beans, dried fruits, and peas.
5____
"I don't have the energy to exercise!" say many dieters. Indeed, a 1998 survey, developed in part by the Center for Sports Medicine at Penn State, found that over 70% of respondents cited "too tired" or "lack of energy" as key reasons to skip exercising. Yet exercise is exactly what these people need. And, lastly, don't try to do too much too soon. Consider breaking your exercise into small units. Instead of trying to do 30 minutes in one chunk, accumulate exercise in short bouts (一場,一回)every day by mowing the lawn, walking to work, or climbing stairs instead of taking an elevator. It won't be long before you reap (收獲)the rewards. Imagine carrying a 15-pound sack of groceries around all day. Then think about how much more energy you'd have if you put that sack down.

DU Lala is the hottest career coach in the country. The fictional character in the acclaimed novel Du La La’s Promotion shows others how to take the high road to success in a multinational company. But does her story describe a real or distorted picture of work life? The answer is as complicated as office life itself.
Over one million copies of the book have been sold since its release in 2007. Go Lala Go!, a movie adaptation of the novel set to hit cinemas next weekend, has stirred up even more interest in the story. The film stars Xu Jinglei and Stanley Huang, but fans seem to be more excited about seeing the story unfold on the big screen.
According to a recent sina.com survey, 45 percent of the 6,810 netizens polled said they have drawn career pointers from the novel. Other office novels, such as In and Out of the Loop, Win and Lose and Drowning and Floating, seem to have been received with similar interest.
“These books show me the life of white collars, and they teach me career rules and jargon that are not offered in class,” said Zhang Shanshan, a 22-year-old senior at Beijing Forestry University. Zhang says the competition, humor and office gossip in the book intrigued her. “I can’t wait to embark on my own career,” she said.
The popularity of office novels does not surprise Chen Ning, a senior career consultant at Zhaopin.com. “Novels about office fights and struggles satisfy the psychological demands of an ordinary office worker,” Chen said. “The leading characters face great pressure, fierce competition and an uncertain future. This is what really happens in many readers’ daily life.”
Li Ke, the author of Du Lala’s Promotion, has been stressing the significance of her fiction. “I want to provide real and useful common sense, knowledge and experience to office workers,” Li told the Qianjiang Evening News last year.
Recent graduates say they have found the basic work principles highlighted in the novel to be instructive. “If these books had been published five years earlier, I might have avoided some problems,” said Xu Jun, an HR manager at Guangqi Honda Automobile Company. “They often discuss basic office principles, which are relevant for staff working under the middle management level. They also help readers to see the importance of basic problem solving and organizational skills.”
But some veteran employees warn that the novels are not always realistic. They say this is especially true of the characters. “The protagonists appear to be unbeatable,” said Hou Zhendong, an HR manager at General Electric. “Du Lala’s team leader quit in an irresponsible way; her boss is inept; and the staff around her is either stupid or overly-sophisticated. Du stands out in emergencies and makes all the right decisions. The truth is, real-life colleagues are not that polarized(截然對立),” Hou said. “You seldom get to negotiate your salary with a big boss. And, most of the time, you make wrong decisions far more than you make correct ones.”
The career principles in the books are also of limited use. “Most of the stories happen in Fortune 500 companies with a long history. Their cultures are well-established, and their rules are scientific,” Hou said. “But if you work for a small foreign company, or a local enterprise, some principles are useless.”
Liu Rui, a project manager at IBM, suggests fans of these books focus on the little bits of wisdom they provide. “The novels give rookies(新手) some inspiration,” he said. “They emphasize the importance of observation, practice and self-examination. These tips are precious and universally true.”
