Many people think that the BBC news programs are better than those on other channels because the BBC is not a commercial company. It pays for its programs from the television license money which everyone must pay if they have a television.
The BBC, which is often known as "Auntie", is the biggest news collecting operation in the world. It has the world’s largest network of foreign correspondents (通訊員;記者). Ten percent of the BBC’s annual budget is spent on news collecting, reporting and presenting. More than 1,700 people work for the BBC news service.
The BBC produces more than 214 hours of news and current affairs programs for radio and television each week. Each television news program costs about £78,000 per hour and each radio news program costs approximately £4,800 per hour. In the UK, about 19 million people ― almost 35% of the total population, watch the BBC television news progams every day.
Developments in technology are improving news collection and presentation every year. The BBC now uses special cameras in the TV news studios to film the news presenters, and captions― the words and sentences at the bottom of the screen, are now produced automatically by computer.

In the early stages of skill or character development, imitation(模仿) is helpful. When I first learned to cook, I used recipes (菜譜) and turned out some tasty dishes. But soon I grew bored. Why follow someone else’s way of cooking when I could create my own? Imitating role models is like using training wheels on a child’s bicycle; they help you get going, but once you find your own balance, you fly faster and farther without relying on them.
In daily life, imitation can hurt us if we subconsciously (下意識(shí)地) hold poor role models. If, as a child, you observed people whose lives were bad, you may have accepted their fear and pain as normal and gone on to follow what they did. If you do not make strong choices for yourself, you will get the results of the weak choices of others.
In the field of entertainment, those stars look great on screen. But when they step off screen, their personal lives may be disastrous. If you are going to follow someone, focus on their talent, not their bad character or unacceptable behaviors.
Think of the movies, books, teachers, and friends that have affected you most deeply. The world is changed not by those who do what has been done before them, but by those who do what has been done inside them. Creative people have an endless resource of ideas. The problem a creator faces is not running out of material; it is what to do with the material knocking at the door of imagination.

T-shirts out; uniforms in
School uniforms(制服) are becoming more and more popular across the U.S.A. That’s no surprise, because they offer many benefits. They immediately end the powerful social sorting and labeling (標(biāo)記) that come from clothing. If all students are dressed in the same way, they will not pay too much attention to their clothing, and some of them will not be laughed at for wearing the “wrong” clothes.
Some people are against the strict rule of school uniforms, but they do not realize that students already accept a kind of rule — wanting to look just like their friends. The difference is that the clothing students choose for themselves creates social barriers(障礙); school uniforms tear those barriers down.
As in other places, uniforms remind the wearers of their purposes and duties. For example, when a man or woman puts on a police uniform, he or she becomes, for a time, the symbol (象征) of law and order. The uniform means to the wearer his or her special duties and sends the same message to everyone the wearer meets. People with different jobs wear uniforms of one kind or another. For students, the school uniform reminds them that their task for the six or seven hours they are in school is to get an education.
Some parents are unhappy about uniforms, saying that school uniforms will affect their children’s “creativity.” First, as noted above, the clothes students choose to wear do not necessarily express their individuality (個(gè)性). They just copy their classmates. Second, students have the rest of the day to be as creative as they like. While they’re in school, their job is to master reading, writing, and maths; this should take up all the creativity they have. Mastery of those skills will be good for the students to build up their creativity in every way.

When did you last visit a shopping mall? In many places, the answer would be “l(fā)ast weekend”. Some people go even more often. Why? For one thing, malls offer goods and services that people need all in one place : food, clothing, things for their houses, entertainment, and even medical services. So, are mallsone of the highlights of modern civilization? Environmental activists would say “No!” They would go even further and say that consumer behavior is causing a huge environmental disaster. They cause consumers of ignorance of the side effect of their shopping—urban sprawl (城市雜亂無序拓展的地區(qū)).
Social scientists agree that patterns of development have changed the landscape a great deal in the last half century. Prior to 1950,most people lived in towns or cities and either walked to work or took public transportation. Only very wealthy people had automobiles. Farmers lived in rural areas or isolated villages and came into town only when they needed things they couldn’t produce themselves. If you gazed at the landscape you would see towns surrounded by countryside. Then a massive change occurred.
Automobiles became affordable and people were quick to adopt them. Now ambitious workers could live in the suburbs, the areas just outside cities, which started to grow rapidly. As long as there was lots of cheap land in the suburbs, no one paid much attention to the usage of that land. Malls, fast food restaurants, cinemas, and car dealerships spread out in large, flat buildings. These one - storey buildings and their parking lot took up a great deal of space. Well - meaning farmers thought they were better off selling their land than growing crops. In ignorance, no one realized that once the land was built up in urban sprawl, the good farming land would be ruined forever. There was no way to preserve it.
Only in recent years have people come to mourn the old way of life as they have developed insight into the problems of unconditional growth. Now people realize that urban sprawl has come with serious environmental problems. The negative aspects of sprawl include air and water pollution, loss of agricultural land, traffic jams, and the death of businesses in the old town centers. Many scholars think the time has come to analyze the problems better so we can develop appropriate policies to control further sprawl. Some think the best way to do is to educate citizens about their priceless environment.

How did it make you feel when you learned that KFC’S Beijing restaurants pulled three more items from their menus last week? There were fears that the items may have contained the cancer-causing coloring Sudan I.Do you have any desire to take the food provider to court because it feeds you something dangerous?
After all,the law supposedly gives people the right to fight for their rights. But some experts have said it might not be so wise to take the company directly to court.
Qiu Baochang,a lawyer in Beijing, suggested that consumers not take the company directly to court.“In addition to the high costs, consumers’complaints are unlikely to win unless they can prove they have had the banned dye at KFC,”—Qiu explained.

In the past industries had more freedom than they have now, and they did not need to be as careful as they must today. They did not need to worry a lot about the safety of the new products that they developed. They did not have to pay much attention to the health and safety of the people who worked for them. Often new products were dangerous for the people who used them; often conditions in the work place had very bad effects on the health of the workers.
Of course sometimes there were real disasters which attracted the attention of governments and which showed need for changes. Also scientists who were doing research into the health of workers sometimes produced information which governments could not ignore. At such times, there were inquiries into the causes of the disaster or the problems. New safety rules were often introduced as a result of these inquiries; however, the new rules came too late to protect the people who had died or become seriously ill.
Today many governments have special departments which protect customers and workers. In the U.S., for example, there is a department which tests new airplanes and gives warnings about possible problems. It also makes the rules that aircraft producers must follow. Another department controls the foods and drugs that companies sell. A third department looks at the places where people work, and then reports any companies that are breaking laws which protect the health and safety of workers.

One often hears that children should arrive at school “ready to learn.” For most children, the acquisition of reading and math skills starts in the first grade. In states where kindergarten is compulsory, it begins even earlier.
Many parents, teachers, and politicians maintain that preschool is the best way to prepare children to learn. There is no real consensus, however, about how this preparation should be achieved.
For some, early childhood education relates to the development of the whole child. They think that preschool should encourage exploration and discovery. Group activities teach positive social behaviors such as sharing, kindness, and patience. Time spent alone encourages independence. Learning letters and counting is important only for children who show an interest in them. Advocates of this approach stress that each child is unique and should learn at his or her own pace.
Other people refer to research showing that children are ready to absorb basic academic concepts by age 3 or 4. They claim that early introduction to letters and numbers lays the foundation for later academic excellence. Since the 1980s, many people have stressed the value of preschool and point to the success of programs -such as Head Start - that target low-income children.
Is there proof that an academic curriculum in preschool will lead to academic success? Studies have not been conclusive. In the short term, evidence suggests that middle-class children who attend preschool are ahead of their peers in maths and language skills as well as in social skills, when they enter school. However, the same studies show that the gap narrows considerably by the time children reach age 8.
Children living in poverty are a different matter. Those enrolled in programs such as Head Start seem to do better than impoverished children who do not attend a preschool. For instance, youngsters in one group enrolled in the program, tracked until the age of 21, earned higher scores on intelligence tests, were more likely to graduate from high school, and demonstrated more interest in higher education.
The idea of public preschool raises many issues. Providing Head Start for all children would be a financial burden on communities that already struggle to fund current school programs. Also, where would a sufficient number of teachers trained in early childhood development be found?

There is that great idea that in an information and knowledge based economy, the most important thing for companies is attracting and holding outstanding talented guys.Obviously I will not say that is not important, but in my opinion a successful and groundbreaking company cannot be built just from the collection of high talented people, as a great sports team can't be constructed only by the collection of great players.
It is more important to build teams of people that achieve the goals according to the company's organizational vision. It is necessary to create organizations where everybody (with outstanding talent or not) can develop their best personal capabilities and that these capacities are addressed to achieve the corporate goals and mission. The company efforts must be addressed to design an organizational system that produces and uses talent from everyone in the company.
Trying to get the best from our people through corporate team building policies, establishing a concrete corporate culture and values, making our company a place where people want to work because it is a good place to stay and develop their capacities, is the best way to compete in the knowledge economy. That will keep us out of the obligation to constantly seek for the "best players" and entering in the retribution auctions(拍賣).
We have to take into account that, nowadays, the real talented and creative people, like to work or engage themselves in projects where they can develop their capacities, they can be involved in the organizational goals and vision, and where they are treated with respect and dignity.Definitively, they want to be happy doing their jobs. And we have to build organizations where they can find that.

A new law has recently been announced which forbids people to disturb, annoy, harm, kill or interfere with any bats which choose to live in their houses. Anyone who disturbs a bat on its nest ,or handles one without a license will be fined £1,000.
There are some people who like bats. The late Mrs. Ian Fleming was one. She would crawl for miles to see them in caves or hanging from trees. Similarly, there are many people who do not like bats much but are not particularly troubled by them. The chance of a bat resting in their attics(閣樓) or spare bedroom curtains may seem far away from them. But there are others who do not fall into either of these categories and Mr. Auberon Waugh is one. Underneath his house are eight large cellars(地下室) which for some reason bats have chosen to claim for themselves. He finds it extremely disagreeable to have to fight his way through a colony of them every time he wants a bottle of wine. And as a wine-lover he gets a particular pleasure from the ownership of wine. He has certain bottles in his cellar which he thinks are too good to serve to anyone he knows, but he likes to go down and enjoy looking at them occasionally. The bats entirely destroy this pleasure.
Until the recent law, he could keep the bat problem within manageable proportions by sending his children down on a bat hunt every three months armed with tennis rackets. They usually managed to kill one or two and discouraged the rest from settling. But now, Mr. Waugh fears that the bats will take over the house. To solve the problem he inquired what course of action he could take and was told by Dr Robert Stebbings of the Institute of Terrestrial Ecology, “I am sure that no one will mind if you pick up a bat and take it outside and hang it on a tree or the outside of the house.” The trouble with this, as Mr. Waugh explains, is that he would be fined a £1,000 if he had not already applied to the Nature Conservancy Council for a license to handle bats. And there is no certainty that he would automatically be granted(agreed to give)one.
小題1: Mr. Waugh thinks that bats        .

A.a(chǎn)pplying for a license from the Nature Conservancy Council
B.seeking help from the Institute of Terrestrial Ecology
C.taking the course of action recommended by Dr Stebbings
D.the granting of a Nature Conservancy Council license
小題4:Some people who dislike bats        .
