Experts estimate that one out of every five fish sold was caught illegally. It threatens(威脅) food security and hurts the environment. Officials are using new observational technology to fight illegal fishing.

Mr. Long says that permits researchers to understand exactly where the fishing boats are operating. The Pew team gives the information it gathers to port officials to help them decide if they should take action against a ship. Tony Long says he would like to be able to provide port officials all over the world with clear lists. They would inform the officials about ships to inspect, ships to bar from entrance, and ships to permit entrance for trade activities.

The Pacific island nation of Palau was an early user of the technology. Palau has one of the richest fishing areas in the world. Last year, it announced a plan to ban commercial fishing in a 630,000 square kilometer area. K.B. Sakuma is a special adviser to the president of Palau. He says Palau is trying to deal with a recent increase in illegal, unsupervised（無人監(jiān)管的）and unreported fishing.

“And it’s come to a head in the last year or two. From our southern island in the evening you can see on the horizon just dotted lights of these illegal fishermen that come into our waters, fill their ships with our fish, our resources, our food security...”

There was no difference in happiness between those who spent $5 or $20, suggesting that it’s not how much money you spend, but how you spend it, that inspires the spirit.

Studies from the Positive Psychology Center showed that discouraged people who wrote down three good things that happened to them each day for six months reported an improved attitude.

Drinking water really can help keep you cheerful. A small 2012 study from the University of Connecticut suggested that even slight dehydration（脫水） affected the moods of its female participants.

On the boat, Bartholdi met and began a lifelong relationship with Ferdinand de Lesseps, the man who would build the Suez Canal. Maybe it was this friendship, or maybe it was seeing Egypt’s huge monuments, but finally the trip inspired Bartholdi’s dream to create the largest statue ever built. Failure to bring this to completion in Egypt, followed by his exile (流放) from Paris, led Bartholdi to sail to America.

Doctors said that the girl, who was put on life support after being hospitalized，remains in a deep coma．The girl’s parents，who are migrants living in the city，are now with her．

Police said the drivers of both vehicles have been arrested．However，the apathy of the bystanders shown in the video has shocked the public，as Internet forums have seethed with anger， and people are questioning the morality of society．

High moral standards were once triumphed as national pride in China where individuals known for selflessly helping others were adored by the public．

But in recent years，the perception（觀念）of a decline of morals has become a hot topic as profit and materialism are perceived to be affecting society’s values．

On Sept.2 an 88-year-old man in central China collapsed，his face striking the pavement．Yet，no one came to his aid, and he ended up choking to death on the blood from his nose．

Some have linked the absence of good Samaritans （模范人物）to a previous case in which a man trying to help an elderly woman who fell was accused of harming her．

A strong chorus of opinion on the Internet says laws should exempt（免除）Samaritans from liability（責(zé)任）, yet laws themselves cannot solve society’s morality dilemma．
