Australia has passed regulations that will enable more international students to further their education in the country.
The new measures were released by the Australian Department of Tertiary Education, Skills, Jobs and Workplace Relations in September and will take effect in mid-2012.
As a result, the student visa application process for overseas students has been simplified, and the deposit (押金) required to study in Australia has been reduced. Language requirements for overseas students have also been eased.
Also, overseas students receiving a higher education in Australia will be granted a working visa lasting from two to four years after graduation, as long as they meet the basic IELTS requirement.
"This change will definitely make Australia a more attractive destination for Chinese students planning to study overseas," says Wang Lan, a consultant from Education International Cooperation Group (EIC), a Beijing-based company that provides services to students wishing to study overseas.
However, in the past few years, many of Wang's student clients (客戶) could not start studies in Australia because they did not meet the language requirements, visa processing took a long time and deposit regulations were tough. The change in policy is good news for the parents of students wishing to study in Australia, Wang says.
A 22-year-old female student surnamed Li, in Beijing, who is planning to do her postgraduate studies in Australia, learned about the policy change several weeks ago.
"According to the previous deposit requirement for my student visa, my family was required to put down 550,000 yuan ($86,850). Now we only need to prepare 410,000 yuan. This is a relief for my parents," Li says.
She also says that the two to four years working visa makes her feel much clearer about her study plans.
"I believe several years of working experience abroad will strengthen my competitiveness when I return to China," she says.
Gaining a competitive advantage is the major reason for Chinese students to study abroad, according to the report by EIC.

Who cares if money can’t buy you love? But it can still be your best friend forever. That’s one of the surprising findings in a new research paper, “The Power of Money”, published in me journal Psychological Science.
Like any best friend forever, money demonstrated to researchers its ability to soothe us, reduce our sense of social exclusion and even reduce life’s painful moments.
“I was surprised” says Katherine Vohs, one of the researchers and professor at the University of Minnesota’s Carlson School of Management. “The findings were surprising because no one had connected the meaning of money to pain. The money wasn’t buying the subjects more friends; it was only psychologically helpful.”
In the research ,students were told they would be participating in a test of finger dexterity(敏捷度). One group was given some paper money to count, while the other group was given blank pieces of paper. Once the counting was complete, all the test subjects were asked to dip their fingers into bowls of water heated to 122 degrees--roughly the temperature of a very hot bath.
Result? Those who had been counting money reported less pain than those who had not. Subjects also were asked about their feelings. Those who handled actual money reported feeling stronger even 10 minutes after they put down the cash.
Combined with previous experiments, the findings confirmed what researchers have long doubted, that money acts as a general panacea(萬能藥) in the brain, giving us social self-confidence and reducing physical pain without having to spend a dime on aspirin.
But can we get the same effect by using credit cards? “No, credit cards do not have the same effect, ” Vohs says. “They are scary for most people, and they in fact represent debt m many ways.” The findings could have an interesting effect in the business world, where recent trends have been to issue non-monetary rewards and bonuses instead of what was thought of as “cold, hard cash”.

Some workers confess they are on call almost 24 hours a day, with nine out of ten saying they make work emails and calls outside their normal working hours. The average time for first checking emails is between 6 am and 7 am, with more than a third checking their first emails in this period, and a quarter checking them between 11 pm and midnight.
Ghadi Hobeika, marketing director of Pixmania, said, “The ability to access literally millions of apps, keep in contact via social networks and take photos and video as well as text and call has made smartphones invaluable for many people. However, there are drawbacks. Many companies expect their employees to be on call 24 hours a day, seven days a week, and smartphones mean that people literally cannot get away from work. The more constantly in contact we become , the more is expected of us in a work capacity(容量).”
