Increased College Enrollment(入學(xué))
In recent years, there is a steady increase in college enrollment. To many high-school students, it's definitely good news, for they would have better chance of receiving higher education.
You don't have to look very far to find out the advantages of the increased college enrollment. For one thing, it lessens the worries of both high school graduates and their parents. Besides, increased college enrollment can contribute to raise the educational level of our nation. What's more, increased college enrollment can provide more students with specialized knowledge, thus serving our development in a positive way.
On the other hand, we can not deny that there are some potential problems about increased college enrollment. To begin with, with the increased number of students, the shortage of teaching staff and facilities becomes clearly seen. Worst of all, increased college enrollment leads to increased competition in the job market.
It's not an easy task to tell whether the tendency should be encouraged. As to me, it's laudable to grant more students higher education. But a college degree is by no means a guarantee for a better job or future. To cast a promising career, we need a lot more abilities which we can not learn from college.

Four out of five parents worry that their children will become addicted to Facebook, according to a study.
Eighty percent believe social networking sites such as Facebook and Twitter have the ability to take over their children’s lives. One in three parents, meanwhile, believe the Internet has the power to ‘rewire’ brains(“改裝”大腦)without a person’s knowledge and think their children are in danger from the web.
The extraordinary findings come from a poll of 1, 000 parents carried out by the Nominet Trust, an organization that promoted Internet projects which address social disadvantages.
However, Nominet said their findings fly in the face of neurological(神經(jīng)學(xué)上的) evidence. The Trust worked with neuroscience and education expert Dr Paul Howard Jones, who analysed researches on the Internet and society. The report—The Impact of Digital Technologies on Human Well-being—concluded that there is no neurological evidence to suggest that the Internet is more effective at ‘rewiring’ our brains than other environmental influences. It also found that the Internet is a valuable learning resource and all forms of learning cause changes within the brain.
There have been reports that the use of the Internet with its vast resources of information is changing the way people think and affecting their ability to concentrate. But Nominet said that’s scare-mongering(危言聳聽)and the misinformation about the Internet use can potentially deny(否定)its benefits to people, in particular parents who are worried about the effects on their children’s development.
The report also found that social networking sites, in themselves, are not a special source of risk to children, and are generally beneficial as they support existing friendships. In addition, playing action video games can improve some visual processes and motor response skills, while computer-based activity provides mental stimulation, and can help slow rates of cognitive decline.

If you give something to someone for free, will that person value it and use it? Development experts have debated this question for decades. Some think the act of paying causes people to value something and use it more.
Selling necessary health treatments, others argue, may deny them to the people who need them the most.
Consider, for example, chemically treated bed nets, which kill mosquitoes anti protect people against malaria(瘧疾)while they are sleeping. William Easterly, an economist at New York University, believes this is one example of development having gone wrong. In a recent book, Professor Easterly suggests bed nets given free in Africa are often used for the wrong purpose. Yet, the World Health Organization (WHO) recommends bed nets be given out free and used by whole communities. The success of a large free bed net campaign in Kenya led the WHO to announce this recommendation
This debate will likely influence social programs in the developing world. Many non-governmental organizations support the creation of self-supporting programs in poor countries. Goods and services are sold for a price to help these programs survive.
According to Rachel Glenerster, who runs a research lab doing development and poverty studies at the Massachusetts Institute of Technology, her several studies have proven that small price changes have a big influence on the number of people who use a product. A price change will reduce the total amount of use of the product as well, she says. She has also found no evidence that the very act of paying for something changes how people use it.
As for a particular product among special populations, some development experts argue that pricing is useful. When it comes to bed nets, Miss Glenerster says research shows no evidence of this. People are just as likely to use a bed net whether they paid for it or not.
1. The debate among experts focuses on .
A. a special use of bed nets in Africa
B. the use of assistance-related products
C. the importance of social programs for the poor
D. a popular way to help the poor
2. According to some experts, certain health treatments .
A. can only be sold to the rich B. should be completely free
C. are too expensive D. are not needed by the poor
3.What can be inferred from Paragraph 2?
A. The WHO's advice may not be always practical.
B. Many Africans don't know the function of bed nets.
C. The case of Kenya is doubtful.
D. Bed nets given to Africans are poor in quality.
4. What may be the possible change in the social program according to the third paragraph?
A. Some of them may become financially independent.
B. Many of them will not be organized by the government.
C. Some of them will go to developed countries.
D. Most of them will be free of charge.
