Mayor Boris Johnson Monday outlined plans to make London “the cleanest” by the 2012 Olympics and called for commitments from other world cities at a climate change conference. Leaders of the world's 40 largest cities are meeting in Seoul this week for a summit on combating global warming ---- the third to be held since 2005.
"What we should do in Seoul is agree that we will stop the endless addiction of mankind to the internal combustion engine (內(nèi)燃機(jī))," said Johnson. He told a press conference the world's cities consume 75 percent of its energy and produce 80 percent of the emissions which cause climate change. "The problem of our planet is an urban problem," Johnson said.
He said the British capital wants to use the Olympics "to drive the greening and the improvement of our city" and noted that London is committed to reduce carbon emissions by 60 percent by 2025.
Johnson said the key measure was addressing the problems relating to domestic and commercial buildings, which accounted for 70 percent of carbon dioxide emissions in London. This involved retrofitting (翻新) ---- installing lagging (絕緣層材料) ---- in large numbers of public buildings.
Johnson proclaimed himself a "passionate cyclist" and said he would push ahead with cycle super-highways around London.
London's air quality problem, he said, was caused by vehicle emissions from 8,300 antiquated (陳舊的) diesel (柴油) buses, which could be replaced by low-carbon vehicles. There were also 32,000 taxis running on diesel fuel, which could be replaced by electric vehicles.
Johnson said there would be a substantial (實(shí)質(zhì)上的) program in the next few years to produce a "cleaner, greener" bus for his city. "The age of the diesel-emitting bus has got to be over in London."

What is red but green, open but closed and old but new?
The answer is: London’s new double-decker(雙層)buses.
Red double-deckers are a symbol of the city. Their status was sealed (確定) in 2008 when one bus made the longer-than-usual trip to Beijing to collect a special passenger: the Olympic Flame.
On November 11, a life-size model of the new bus was shown to the media. The Guardian reported that the new design shares some of the features of the much-missed double-decker Routemaster bus. The original Routemaster was introduced in 1956 but December 2005 saw the end of the old bus’s general service. It was because the bus was difficult for some passengers to use and not environmentally friendly. But it can still be seen on two heritage routes in the city.
Its replacements —boxy, modern double—deckers—have failed to win Londoners’ affection.
London mayor Boris Johnson told the BBC that the new buses were “a combination of nostalgia(懷舊)and the latest technology”. “Standing on the back platform of this bus brings a sense of nostalgia but also shows the best part of the latest technology and design, making this bus fit for the 21st Century,” he said.
The new bus also returns to the driver—and—conductor model—a key feature of the original version. It will be quieter than the old type and have a platform offering passengers the traditional hop—on hop—off service.
The first five new buses will be seen on the roads by early 2012.

Teenagers will be told to "stand up for their elders" on public transport — or risk losing their right to free travel.
London Mayor Boris Johnson will declare plans today to make youngsters sign a “courtesy pledge" (文明宣言) to promise to behave in a respectful manner when travelling in the capital. Speaking before today's launch, Mr. Johnson said he was determined to deal with the anti-social behavior of a "minority of youngsters" on public transport. "When I was a boy, I was taught to stand up for those less able to, "he said. "Youngsters enjoy the privilege of free travel, which is paid for by Londoners, but they have to understand that with that privilege comes responsibility. Anyone who abuses this privilege will have it taken away, and will have to earn that right bach ."
Teenagers found guilty of a serious violation of the new behavior rules will lose their travel passes, and will have to carry out unpaid community work to earn them back.
Mr. Johnson is also introducing a "two strikes and you're out" policy to deal with repeat offenders, under which those committing a second serious violation of the rules will lose their travel rights permanently.
