The unsteady housing market is showing a rare sign of strength: waiting home sales were up significantly in February, a report released Monday said, suggesting that Americans took advantage of a tax credit for home buyers.
Sales rose 8.2 percent in February, the National Association of Realtors(房地產(chǎn)經(jīng)紀(jì)人) said. Analysts had expected sales to stay flat.
Economists said Monday’s data suggested buyers were re-entering the market as the April 30 deadline approached for a government tax credit of up to $8,000. The tax credit drove up sales rapidly in the fall, when it was originally set to end, but it has been slow to push the market this spring.
Lawrence Yun, chief economist for the association, said Monday’s report “may signal the early stages of a second wave of home sales.”
A separate report on Monday showed the service division in the United States was improving, driven in part by gains in employment.
The Institute for Supply Management’s non-manufacturing barometer(晴雨表) rose to 55.4 in March, up from 53 in February, going beyond expectations. Much of the energy came from a rush in new orders and business activity.
It was the highest reading(測(cè)量或調(diào)查的讀數(shù)) for the survey since May 2006. While employment rose, it was short of the break-even point, signaling the service division was still losing jobs. Exports also rose significantly.
“This is a very encouraging report, which indicates acceleration in demand growth from both domestic and foreign customers,” Barclays Capital researchers wrote in a note on Monday.
The jump in waiting home sales was a rare bit of good news for the housing market, which remains in a deep rut(車轍). Home prices have shown little change.
Analysts expect the housing market to gradually improve as unemployment becomes less and the broader recovery gains steam. But so far, relief has been slow to come.
Monday’s report showed sales rose even in areas hit hard by poor weather in February. Sales climbed 9 percent in the Northeast and South, which were blanketed by snow in February.
The Realtors association bases its data on signed contracts, which usually take one or two months to translate into final sales.

Wealthy Chinese do not have a good reputation(=fame), a survey by China Youth Daily and Sina.com has found.
The poll(民意調(diào)查), conducted last week, showed about 70 percent of 3,990 interviewees believe the well-off are immoral and not worthy of respect. Only 4 percent thought rich people are good, the survey said.
For the rich, to become popular, they need to do three things, the survey suggested.

The number of people who make at least $50,000 a year increases by 15 percent a year and, according to the China Economic Times, the country now has 1.5 million rich people.
The China Youth Daily and Sina.com survey found interviewees questioned how the rich became rich in the first place.
“Some rich people are thought to have accumulated(積累) their wealth through illegal means, such as bribery,” said a post-graduate student at the Communication University of China.
Even so, the survey found wealthy people who abide by(遵守) the law, have a sense of social responsibility and a caring heart, are respected.
The poll showed about 60 percent thought these kinds of wealthy people were worthy of respect.
The survey suggested many voters were much better disposed(懷有好感的)toward rich people from Hong Kong, Macao, Taiwan and Western economies——rather than the mainland.
Hong Kong property tycoon(大亨) Li Ka-shing was most highly regarded, followed by Bill Gates, mainland property tycoon Wang Shi and basketball player Yao Ming.
“Rich people on the mainland invest too little in charity and gain too much,” a student from Beijing Sports University said.
Yu Guoming, a professor at Renmin University of China, called on the heads of Chinese companies to think and invest in a long-term way. “Social responsibility is not only about charity, it also connects the company with the government and the public.”

Indonesia is known as the country of islands. It has 17,508 islands. But in recent years, the popular tourist destination has lost some of its shine.
Due to rising sea levels caused by global warming, 24 Indonesian islands have gone under the sea. Scientists say 2,000 more will disappear before 2030. In the past three years, the Southeast Asian nation also witnessed its islands destroyed by a tsunami(海嘯) and typhoons.
“If no measures are taken to fight climate change, the beautiful islands will go forever,” scientists told environmental ministers from about 190 countries at a UN climate change meeting.
This week they are meeting in Bali, an Indonesian island. They are trying to reach a deal to cut the world’s emissions (排放) of CO2 , which makes the Earth warmer.
Indonesia is not alone. This year has seen more extreme weather hit the world. Canada and US suffered heavy storms and typhoons, while Australians were caught in the heaviest drought in a century.
In China, the average temperature this year went up by 1.2oC from last year, reaching the highest on record since 1951.
However, other parts of the country got too much rain. More than 700 people were killed in floods, landslides and storms. “These weather extremes are the more obvious effects of global warming,” said Song Lianchun, a climate expert.
Scientists say time is running out. To escape from the worst effects, global CO2 emissions need to be cut from the levels they were at in 2000 by 50 to 85 percent by 2050.
But in recent years climate change talks have been bogged down by arguments over who will pay the bill for cleaner technology. Developing countries are worried that the cut in emissions will slow their economic development.
“China will play a responsible and constructive rule in the meeting,” said Chinese Premier Wen Jiabao. The nation is now the world’s second largest greenhouse gas emitter(排放者). “However, developed nations should help developing nations deal with the global issue.”
