The Ministry of Education said on Monday that starting this spring, a system of recycling textbooks will be established in rural primary and secondary schools, which means some textbooks will be given to students by the schools free of charge at the start of a term and be returned at the end of the school term so that they can be used by other students.
The central government will set up a fund for the purchase of these textbooks, and the students will be required to keep the books in good order for their reuse by others.
It is a heartening move with two major benefits.
First, it will lighten the financial burden on government and families. Textbook costs account for 53 percent of all the fees primary school students must pay and about 65 percent of those facing middle school students.
Second, using secondhand books is environmentally friendly because of the resources such as trees and energy that are saved. According to industry figures, producing one ton of texbook paper requires 20 trees aged between 20 to 40 years, 100 tons of water, 1.2 tons of coal and other materials and churns out 300 tons of polluted water.

A program of recycling textbooks is to be introduced to some primary and middle schools this new semester. The policy is supposed to bring about both economic and environmental benefits.
In my opinion, this is something we should have done much earlier. It is the responsibility of us all to make it work. To do so, however, we must take the following into serious consideration.
First, publishing companies would suffer if fewer textbooks are printed. Facing such a difficult situation, the government decision-makers must take a long-term view and make the right choice. Second, parents and students may have concerns over the cleanliness of the used textbooks, worrying that they may become a source of diseases. Though not a difficult problem to solve, it deserves necessary attention from the school authority.
Third, students may have a hard time adapting to this change. Still they must understand the value of the books, handle them with care and keep them in good condition.
In a word, the government, schools and students should all be involved in order to make this good policy successful.

Finally, perhaps the most susceptible viewers are children, who may be unable to tell fact from fiction and may try to imitate acts that they see on TV or in the movies. And this is just what most parents and our society are worried about.
With the every-increasing popularity of video entertainment, we must pay attention to these effects.
